Soak the beans
Pick over 285 g of dried black-eyed peas, rinse them well, and place them in a large bowl. Cover the peas by at least 5 cm (2 in) with cool water and soak for 30 minutes. They should swell slightly, and the skins should slip when a pea is rubbed between your fingers.

Drain the soaked peas, return them to the bowl, and add fresh cool water. Rub handfuls of peas briskly between your palms to release the skins, then stir so the lighter skins float. Pour off the skins and repeat with fresh water until most are removed. A few remaining skins are fine. Drain the peeled peas thoroughly in a fine-mesh sieve.
Blend the bean batter

Cut 150 g of red bell pepper and 150 g of red onion into chunks. Stem 1 Scotch bonnet pepper. Add the peeled peas, pepper, onion, and chile to a high-powered blender. Pour in 240 ml of warm water for blending gradually and blend on high for 2 to 3 minutes, stopping to scrape the jar as needed, until the batter is completely smooth with no gritty bean pieces. Begin checking after 2 minutes.

Pour the batter into a medium bowl. Whisk in 50 ml of neutral vegetable oil for batter, 2 g of ground nutmeg, and 5 g of kosher salt for 2 minutes, lifting the whisk through the mixture to incorporate air. The batter should look glossy and fall from the whisk in a thick, steady ribbon. If it sits in a stiff mound, whisk in up to 60 ml of warm water for adjusting batter, 1 tablespoon at a time, stopping as soon as the batter falls in a thick ribbon.

For the default 4 servings, brush the insides of six 240 ml (8 fl oz) heatproof ramekins with 10 ml of neutral vegetable oil for ramekins. Divide the batter among them, filling each about two-thirds full so the cakes have room to rise slightly, then cover every ramekin tightly with foil. Set a rack or folded clean kitchen towel in a wide heavy pot, arrange the ramekins in one stable layer, and pour boiling water around them until it reaches halfway up their sides without entering the batter.
Steam until firmly set

Cover the pot and steam over medium-low heat for 40 to 50 minutes, keeping a steady gentle plume of steam. Add more boiling water around the ramekins if the level drops, taking care not to splash the cakes. Begin checking at 40 minutes: the center should feel firm, the top should look set rather than shiny, and a skewer should come out with moist crumbs but no wet batter. Continue steaming for 5 to 10 minutes if needed.

Turn off the heat and carefully lift the ramekins from the pot with tongs. Remove the foil and let the cakes stand for 10 minutes so the crumb settles. Run a thin knife around each edge and unmold onto plates, or serve directly from the ramekins while warm.

Smart Substitutions
- Peeling beans takes too long? Use the same weight of pre-peeled black-eyed peas, rinse well, and soak for 10 minutes before blending.

What Went Wrong?

- Centers are still wet Cover the ramekins again, restore the steaming water level with boiling water, and steam in 5-minute intervals until firmly set.
- Cakes break while unmolding Let them stand for the full 10 minutes, then loosen the entire edge with a thin knife before turning them out.
- Flavor tastes muted Steam 1 tablespoon of the seasoned batter in a covered heatproof cup for 15 minutes, until firm throughout, then taste the cooked sample and adjust the remaining batter with salt or chile.
